यो वै रुद्रः स भगवान् यच् च कृत्स्नं तस्मै वै नमोनमः

Translation
He who is Rudra — He is the Lord, and He is the entire. To Him be homage and homage.

Kṛtsna — “whole, all without exception, complete”.
The word differs from viśva, which stood in the twenty-fifth section. Viśva is “the universe”, all that exists; kṛtsna is “the entire” — without remainder, without deduction.
The difference is as between “the whole world” and “everything whatsoever”.
The litany, nearing the end of its roll, begins to gather: the entire, the true, the all. The three last names are no longer separate things but ways of saying “this too, and there is nothing left to name”.
Note that the Rāma-tāpanī ends its litany the same way — with three summarising names: the Paramātman, the vijñānātman, the single savour of being-consciousness-bliss.
Both rolls, reaching the limit, turn from things to the whole.
Two sections remain, and with them the litany will end.
