Having made the Pandavas his indirect instrument and beguiled the whole world, Janardana desires to punish your wicked sons, who have all become addicted to sin. Endowed with divine qualities, Keshava, by the power of his soul, keeps the wheel of Time, the wheel of the Universe, and the wheel of the Yuga turning without cease. And I tell you truly that this glorious Being is the sole Lord of Time, of Death, and of this whole Universe of the moving and the unmoving. This great ascetic, Hari, though he is the Lord of the entire Universe, nonetheless sets to work like a humble laborer tilling the fields. Truly, Keshava beguiles all through his own illusion. Yet those who have attained him are not deceived.'

This passage develops the central theme of the Udyoga-parva: the effort toward peace is already underway against the backdrop of a war that seems inevitable. Key themes: Krishna, dharma. Dharma here unfolds through speech, the choice of an embassy, faithfulness to promises, and the responsibility of kings for the consequences of their decisions.
