तत्र पुण्या जनपदाश् चत्वारो लोकसंमताः ॥
मगाश् च मशकाश् चैव मानसा मन्दगास् तथा ॥
मगा ब्राह्मणभूयिष्ठाः स्वकर्मनिरता नृप ॥
मशकेषु तु राजन्या धार्मिकाः सर्वकामदाः ॥
मानसेषु महाराज वैश्याः कर्मोपजीविनः ॥
सर्वकामसमायुक्ताः शूरा धर्मार्थनिश्चिताः ॥
शूद्रास् तु मन्दगे नित्यं पुरुषा धर्मशीलिनः ॥
न तत्र राजा राजेन्द्र न दण्डो न च दण्डिकाः ॥
स्वधर्मेणैव धर्मं च ते रक्षन्ति परस्परम् ॥
एतावद् एव शक्यं तु तस्मिन् द्वीपे प्रभाषितुम् ॥
एतावद् एव श्रोतव्यं शाकद्वीपे महौजसि ॥

śūdrās tu mandage nityaṃ puruṣā dharmaśīlinaḥ ||
na tatra rājā rājendra na daṇḍo na ca daṇḍikāḥ ||
svadharmeṇaiva dharmaṃ ca te rakṣanti parasparam ||
etāvad eva śakyaṃ tu tasmin dvīpe prabhāṣitum ||
etāvad eva śrotavyaṃ śākadvīpe mahaujasi ||
There are four holy countries there, recognized by the world: the Magas, the Mashakas, the Manasas, and the Mandagas. The Magas, O king, are mostly brahmanas and are devoted to their own work. Among the Mashakas dwell righteous kshatriyas, who grant every desire. Among the Manasas, O great king, the vaishyas live by their own labor; they are endowed with every desired blessing, brave, and firm in dharma and purpose. Among the Mandagas, meanwhile, dwell shudras of ever-righteous conduct. There, O lord of kings, there is no king, no punishment, and no enforcers of punishment. It is by their own dharma alone that they guard dharma and protect one another. This much alone can be told of this island; this much alone should be heard concerning Shakadvipa of great splendor.

The close of the chapter shows a society in which no external coercive order is needed, because each person keeps to their own duty. This is not anarchy but the highest form of dharmic mutuality: people protect one another not through fear of punishment but through fidelity to their own calling.
