Oṁ! This syllable is all this. Here is its exposition: what has been, what is and what will be — all this is Oṁkāra itself. And that other, which is beyond the three times — that too is Oṁkāra itself.

The shortest of the principal Upaniṣads opens with the most comprehensive statement possible: om ity etad akṣaram idaṁ sarvam — "Oṁ — this syllable — is all this". Not "a symbol of everything", not "a designation" — everything itself: akṣara means "syllable" and "imperishable" in one word (the play we already met in the Kaṭha): in a single sound lies the whole imperishable Reality. Then comes the exposition (upavyākhyāna): bhūtaṁ bhavad bhaviṣyat — "what has been, what is, what will be": everything unfolded in time is Oṁ; yac cānyat trikālātītam — "and that other, which is beyond the three times", the eternal, unmanifest, transcendent — tad apy oṁkāra eva: that too is Oṁ.
Why can a sound be everything? Because creation, in the Vedic vision, is an utterance: the world is spoken (the Muṇḍaka: the Vedas are His breath; the Praśna: everything issued from the Puruṣa, and the last of the kalās is the name). Oṁ is the seed of that utterance, the primal sound in which all that was said and the Speaker Himself lie folded up; pronouncing it, the lips repeat the making of the world in miniature.
For practice this means: the name contains the Named entire — with the temporal and the timeless, with the world and the Beyond. He who holds Oṁ holds the thread on which everything is strung (Gītā 7.7: "on Me all this is strung like pearls on a thread"; 9.17: "I am the syllable Oṁ"). The twelve mantras of the Māṇḍūkya are the unwinding of this seed: the syllable will unfold into the four quarters of the Ātman and fold up again — into silence.
