Toward a donkey, gentleness is fitting; but toward cattle, one should employ severity. Were anyone to speak kind words to Duryodhana, evil by nature, that wicked being would take the speaker for a fool. If gentle measures are used toward him, the fool will think he has won. We shall do this too, and make our preparations; let us send word to our friends, that they may raise an army for us. Let swift messengers go forth to Shalya, Dhrishtaketu, Jayatsena, and the prince of Kekaya.

This passage (5.4.6-10) develops the central theme of the Udyoga-parva: the effort toward peace is already underway against the backdrop of an inevitable war. Key theme: Duryodhana. Dharma here is revealed through speech, the choice of envoys, faithfulness to one's word, and the responsibility of kings for the consequences of their decisions.
