It is here that the Asura Vritra, through his evil conduct, brought upon himself the enmity of Shakra. It is in this region that lives of various forms arise, which afterward dissolve into the five elements. It is in this land, O Galava, that men of evil deeds rot in torment. It is here that the river Vaitarani flows, filled with the bodies of those condemned to hell. Arriving here, men reach the extremes of happiness and misery. Having reached this region, the sun sheds sweet waters, and then, turning once more toward the direction named after Vasishtha, dew falls again.

This passage (5.109.16-20) develops the central theme of the Udyoga-parva: the effort for peace is already underway against the backdrop of an inevitable war. Dharma is revealed here through speech, the choice of embassy, faithfulness to promises, and the responsibility of kings for the consequences of their decisions.
