यो वै रुद्रः स भगवान् यच् च विश्वं तस्मै वै नमोनमः
लिप्यंतरण (IAST)
yo vai rudraḥ sa bhagavān yac ca viśvaṃ tasmai vai namonamaḥ
शब्दशः अर्थ

सः भगवान्saḥ bhagavānhe is the Lord; he indeed is the Bhagavān
यत् च विश्वम्yat ca viśvamand which is the universe; and that which is viśva
तस्मै वै नमः नमःtasmai vai namaḥ namaḥto him be homage and homage; to him obeisance and obeisance
अनुवाद
He who is Rudra — He is the Lord, and He is the universe. To Him be homage and homage.

Viśva — “all, the universe”; the word from which comes viśvarūpa, “having the universe for form”.
After the five elements is named what they have composed.
The litany's order is now visible whole: the worlds, the waters, the heat, time and death, space — and now the whole.
Note that the thirty-third section will address Him directly: viśvarūpo 'si — “thou hast the universe for form”. From the third person the book will pass to the second.
And that is the structure of its whole first half: first He speaks of Himself; then the gods speak of Him; then they address Him.
Three steps: confession, doxology, prayer.
The next five sections will go in pairs: the gross and the subtle, the white and the black — and close with three single names.
