Of the five-footed brahman — nothing; of the four-footed, dwelling within — four places: the navel, the heart, the throat, and the crown ... in waking, Brahmā, in dream, Viṣṇu, in deep sleep, Rudra, and the Fourth — the imperishable, consisting of consciousness.

A roster of the four states by bodily places and deities, a roster common in Tantric literature. Note the order of the deities: jāgarite brahmā, svapne viṣṇuḥ, suṣuptau rudraḥ. That is, in waking the creator rules, in dream the sustainer, in deep sleep the destroyer; and over all of them, the Fourth.
This correspondence is not arbitrary and deserves explaining. Waking, a person creates: he builds, plans, arranges. In dreaming sleep he builds nothing, but preserves what has been lived through: dream is the reworking of what has been. In deep sleep everything dissolves: both images and distinctions.
Three works — creation, preservation, dissolution — are the same three as in the world; and the book finds them in a person's day. The Vaiṣṇava reading sympathizes with such a correspondence and finds it useful: it trains one to see the same structure in the small as in the large, and so to test the teaching on oneself. Note only that the Fourth here is named not a fourth deity, but akṣaraṃ cinmayam, "the imperishable, consisting of consciousness"; that is, above the three offices is placed not one more office-holder, but the One whose these offices are.
