Narada said: 'This foremost of cities, which you see and which resembles Amaravati, the very capital of the lord of the gods, is known by the name Bhogavati. It is ruled by Vasuki, king of the nagas. Here dwells that Shesha who, through his supreme austerities, is able to sustain this earth in all its vastness. His body is like that of a white mountain. He is adorned with celestial ornaments.'

This fragment (5.103.1-5) develops the central theme of the Udyoga-parva: the effort toward peace unfolds even as war becomes inevitable. Dharma is revealed here through speech, the choice of an embassy, faithfulness to promises, and the responsibility of kings for the consequences of their decisions.
