It is worth noting the phrase pratyag āste vadantī, "abides within, speaking." Pratyak means "turned inward, inner"; and it is said that she is within and speaking. That is, speech is described not as what a person produces, but as what sounds within him.
This position is common in Indian thought and explains why inspiration was attributed to a goddess: the speaker feels the words as coming, not as being made. Let us add the Vedic ṛc: codaitrī sūnṛtānām, "impeller of truthful speeches." Sūnṛta means "good and truthful speech" at once: what is both accurate and not hurtful.
This word in Vedic usage is a high praise of speech, and it is worth noting that it joins two requirements: truth and kindness. The Vaiṣṇava side holds this joining and has her own rule, cited when reading the Jābāla-darśana (1.10): satyaṃ brūyāt priyaṃ brūyāt, "speak truth, speak what is pleasant; do not speak an unpleasant truth or a pleasant lie." This rule is often cited as a justification for silence; and it is worth saying it is read otherwise.
It does not command hiding the truth, but commands finding words for it; and the whole difficulty of honest speech lies in saying what is needed in a way that can be heard.
