The turn of phrase here is beautiful and worth examining: sthāvaratvam anuprāpya, "having attained immobility." Sthāvara means "immobile" and, in the Indian reckoning of beings, stands opposed to jaṅgama, "mobile": plants and stones against animals and people. To be sthāvara is the lowest condition any living thing can have.
And here it is said that the tears took on this condition — anuprāpya, "having reached" — and took it on for the sake of grace to devotees. That is, the descent into immobility is described as voluntary and undertaken for another's sake. This is, in substance, the very idea of descent, avatāra: the higher takes on a lower form not from need but for the sake of those to whom it descends. The Vaiṣṇava side is built entirely on this idea and lists forms from fish and boar to human; and it is worth noting that here the same idea is carried further still — to a tree.
There is a direct counterpart in Vaiṣṇava custom worth recalling here. Tulasī, the plant from which beads are made, is venerated not as a thing but as a person: one bows to her, sings to her, asks her forgiveness for a plucked leaf. The basis is the same — tradition says she took on the form of a plant of her own will.
Hence there is nothing to dispute in this line: both sides agree that a lower form can be chosen, and that the one who chooses it remains what it is.
