Brahma's explanation reveals the perfect justice of the higher will: the curse was permitted not as blind destruction but as a cleansing of the world from evil. Destruction will befall only the "biting, wicked-natured, venomous" serpents—that is, the impiety that threatens living beings—while the righteous (dharma-carins) will be saved. Thus scripture affirms a great law: the Lord permits punishment upon the impious for the good of all, but always preserves the righteous. Here is a comforting truth: even a seeming universal catastrophe is, in the hands of Providence, a sifting of the wicked from the good, and one devoted to dharma will not perish. Named as the deliverer is Astika—a righteous soul who will be born of the union of the two Jaratkarus; and his birth, ordained from above, is prepared in advance as a means of mercy. Thus behind the inevitability of the punishment already stands a prepared salvation—for the Lord, in permitting the trial, at the same time sends the deliverer. Elapatra's counsel to give Vasuki's sister to the sage Jaratkaru is the fulfillment of this divine plan: the deliverance of the righteous serpents will come through a righteous union and the birth of a saint.
