This proves that individual effort is nothing. There is no doubt about this. Seeing that the qualities of noble birth, valor and so forth depend for their development, or otherwise, on deeds, and also seeing prosperity and adversity, stability and instability (in men and their possessions), King Bali, in his search for causes, unable to find a beginning (in the chain of deeds of past lives, one before another), considered the eternal Essence to be the cause of all things. The eye, the ear, the nose, touch and the tongue are the doors of a man's knowledge. If the wish is to restrain them, it will be satisfied of itself. Therefore one should govern one's senses cheerfully and without complaint. There are others who think differently. They hold that if a man's actions are rightly applied, they must lead to the desired result. Thus a child, born of the actions of mother and father, grows if properly tended, fed and given drink. Men in this world become objects of love and hatred, of pleasure and pain, of praise and blame. A man is praised when he conducts himself honestly. I blame you, since these disputes among the Bharatas (of which you are the root) will surely bring about the destruction of countless lives.

The fragment 5.32.21-25 develops the central theme of Udyoga-parva: the effort for peace is already underway against the backdrop of an inevitable war. Dharma is revealed here through speech, the choice of an embassy, faithfulness to promises, and the responsibility of kings for the consequences of their decisions.
