"He is" — thus [first] must He be apprehended, and [then] in His true essence. To him by whom He is apprehended as "He is", the true essence discloses itself.

astīty evopalabdhavyaḥ — "'He is' — thus must He be apprehended [first]": tattva-bhāvena cobhayoḥ — "and in his true essence — by both [ways]": the Upaniṣad legislates two steps of the knowledge of God: first the "He is" received by faith, then the disclosed "what He is" (tattva-bhāva — "the true nature"). Neither abolishes the other: faith without disclosure is a seed that has not sprouted; a claim to the "what" without the humble "is" is a fruit without a root.
astīty evopalabdhasya tattva-bhāvaḥ prasīdati — "to one who has apprehended [Him] as 'He is', the true essence grows clear": the verb prasīdati is priceless: "it clears, it graciously brightens" — from pra-√sad, the root that yields the word prasāda: grace, favour. The second step is not taken by storm — it prasīdati, it condescends: to one who stands firmly on "He is", the Essence itself comes to meet him — it discloses itself, like a face warming toward a guest.
So in two verses (113–114) the whole ladder of religion is given: the witness's word — the faith of "He is" — fidelity — and, coming to meet it, the grace of disclosure. It is the same law as in verse 52 ("whom He chooses, by him is He attained") and in the prayer of the Īśa Upaniṣad ("draw aside the covering"): the last step is always His. To man belongs the "He is", spoken with a whole life; to God, the "what He is".
