He is Brahmā, he is Indra, he is Prajāpati; [he is] all these gods and the five great elements: earth, wind, space, waters, luminaries; and these, as it were mingled of small things, and these and those seeds: the egg-born, the womb-born, the moisture-born, the sprout-born; horses, cattle, men, elephants — whatever here breathes, moves, flies and stands still. All that is led by consciousness, established in consciousness: the world is led by consciousness, consciousness is its foundation. Consciousness is Brahman.

The final avalanche: eṣa brahmā eṣa indraḥ eṣa prajāpatiḥ — "he is Brahmā, he is Indra, he is Prajāpati": the very light that within you is called memory and will (verse 31!) is called in the universe by all the names of the gods; ete sarve devāḥ — all the gods; the five elements; all four kinds of the born (from egg, from womb, from moisture, from sprout — the whole systematics of life!); horses, cattle, men, elephants; everything that breathes, walks, flies and stands still.
sarvaṁ tat prajñā-netram prajñāne pratiṣṭhitam — "all this is led by consciousness, established in consciousness": netra means "a guide": the world has a Leader, and it is Consciousness; prajñā-netro lokaḥ — "the world is led by consciousness"; prajñā pratiṣṭhā — "consciousness is its foundation". And then the two final sealing words: prajñānaṁ brahma — "Consciousness is Brahman" — one of the four great utterances (mahāvākyas) of the whole Upaniṣadic corpus.
The meaning has been earned by the whole book: it is not matter that thinks — it is Thought that substantiates; consciousness is not a late flower of evolution but the root of the tree: worlds, gods, elephants and grasses float in Consciousness like fish in the sea. And this Consciousness is no impersonal screen: the whole Aitareya has shown Him looking, creating, entering, recognising ("This I have seen!"): prajñānam brahma is the confession of a living conscious God as the ground of everything: the Kaṭha said the same personally: "the Eternal among eternals, the Conscious among the conscious, the One who fulfils the desires of the many".
