Some sages declare the cause to be the nature of things, others time; both are deluded. No: it is the majesty of God in the world by which the wheel of Brahman is turned.

The last adhyāya begins where the first began — with a list of supposed first causes. Of the seven enumerated at 1.2, the two most tenacious are named: svabhāva, "the nature of things", and kāla, time.
They are tenacious because both explanations seem complete. Everything happens of itself, by its nature, says the first; everything ripens and perishes in time, says the second. Neither is a fool's invention: it says, after all, "sages", kavayaḥ. And the sharper is the word with which the Upaniṣad meets them: parimuhyamānāḥ, "fallen into delusion".
The error is not in the observation but in the stopping. The nature of things does act — but who "cooks" it, asked 5.5. Time does turn everything — but who turns time, 6.2 will say, calling Him "the Time of time".
And the answer is given not as one more explanation in the list but as a pointing to Another: "this is the majesty of God". The word mahimā, "majesty, greatness", means here not an abstract property but His power in action — that very devātma-śakti which at 1.3 those on the path of contemplation beheld.
The wheel of Brahman, named at 1.6, turns — but it has a Turner. So the sixth adhyāya declares its theme from its first words: it will speak not of how the world is built but of Him who is above it.
