The waters, āpaḥ — and the word stands in the plural, as always in the Vedic tongue.
In the hymns the waters are mothers and healers: “waters, you are beneficent; give us strength”; with them creation begins, and in them floats the germ of the world.
In the first section Rudra already said of Himself: āpo 'ham — “I am the waters”. Here the same is said by the gods.
The same doubling we noted in reading the sixth section: the book speaks everything twice — in the first person and in the third.
Note that the forty-fourth section will return to the waters at the most important point: there, out of darkness the waters will arise, out of the waters the churned foam, out of the foam the egg, out of the egg Brahmā. The whole unrolling of the world will begin with them.
Hence in the litany too they stand right after the three worlds: after the ordered comes that out of which it was ordered.
