Shakuni said: "The eldest Pandava knows dharma. In the assembly he made a vow that they must dwell in the forest for twelve years. All the Pandavas, those keepers of dharma, abide by it; Yudhishthira, son of Kunti, will not grow angry with us. Our desire to go on the hunt has grown very strong; we wish to carry out the counting, not to see the Pandavas. No ignoble act will occur there, and we will not go where their refuge is." So spoke Shakuni, and Dhritarashtra, lord of men, though not by his own wish, gave leave to Duryodhana together with his counselors. Having received permission, the son of Gandhari, together with Karna, set out, surrounded by a great force, with Duhshasana, Saubala, his other brothers, and thousands of women. All the townsfolk, with their wives, followed the mighty one to see Lake Dvaitavana and that forest. Eight thousand chariots, thirty thousand elephants, many thousands of foot-soldiers, and nine thousand horses, carts, stalls, courtesans, merchants, bards, and hundreds and thousands of huntsmen moved along together. When the king set forth, a great roar arose, like that of a mighty wind in the rainy season. Having journeyed with all his conveyances, King Duryodhana halted at a distance of one gavyuti from Lake Dvaitavana."

Dhritarashtra yields not because he is convinced, but because he is weak. Thus an evil scheme receives the royal seal.
