यो योनिं-योनिम् अधितिष्ठत्य् एको यस्मिन्न् इदं सं च वि चैति सर्वम् ।
तम् ईशानं वरदं देवम् ईड्यं निचाय्येमां शान्तिम् अत्यन्तम् एति

अनुवाद
He who alone presides over every womb, in whom all this comes together and goes apart — beholding Him, the Ruler, the giver of boons, the God worthy of praise, one attains the utmost peace.

The mantra's first phrase strikes exactly at the doctrine of the "womb" as an independent cause, listed at 1.2: He presides "over every womb", yonim-yonim. The doubling means "over each without exception": however many sources thought may reckon up, over each of them stands He.
The second mark is "in whom all this comes together and goes apart". The world not only issues from Him but returns into Him; and both sides are said of Him as of a place, not as of an agent — that is, He is also the container of what happens.
Then three names, each adding a trait. Īśāna — "Governor", power. Varada — "giver of boons", generosity; the word is common in prayers and implies One to whom a request is addressed and who answers. Īḍya — "worthy of praise", that is, One to whom not only petition but also glorification is directed.
And the fruit is named with the word śānti — "peace", intensified by atyanta: "utmost, final". This is not the peace of exhaustion nor indifference; it is the end of the darting described at 3.18, where the swan fluttered in the city of nine gates.
Note the order: first nicāyya, "having beheld", and only then peace. It is not peace that discloses God, but the sight of God that gives peace.
