अनामयं जनस्यास्य येन स्याद् अद्य शाश्वतम् ॥
एतदर्हा वयं नूनं वसामो दुर्बलस्य ये ॥
विषये नित्यम् उद्विग्नाः कुराजानम् उपाश्रिताः ॥

"The king in Vetrakiyagriha has not established the kind of wise rule by which this people would now have lasting security. It serves us right, surely, that we live in the domain of a weak man, forever anxious, having taken refuge with a bad king."

Here the root of the people's calamity is rightly pointed to — an unworthy ruler. It is significant that the brahmin traces the trouble to a king who fails his duty of protection: where the ruler is weak and negligent, evil flourishes, and the subjects are condemned to fear. Here the dharma of the king (raja-dharma) is shown: the sovereign is set to guard his people, and connivance with evil is the gravest breach of his duty — a bad king is worse than no king. His bitter "it serves us right" is significant too: a people that endures an unrighteous lord and does not seek another shares in the guilt of his negligence. Thus the verse shows that the well-being of subjects rests on the righteousness of the ruler; and where there is no protector-king, there a devourer comes to reign instead.
