"Then, with palms joined, my mind fixed on the weapons, I bowed my head to Sharva and spoke these words: 'If the blessed one is pleased with me, this is the boon I desire: I wish to know all the weapons that exist among the gods.' Tryambaka said to me: 'I shall give it' — and, pleased, the lord gave me his own Raudra weapon, the Pashupata. Having given me this eternal weapon, Mahadeva said: 'This must never, under any circumstance, be used against men, Dhananjaya. Only when hard pressed should it be used by you with full force; and for repelling other weapons you may use it in every case. This invincible, divine weapon, which repels every astra, stands embodied at your side as long as Govrishadhvaja is pleased. It destroys enemies, cuts down the armies of foes, is hard to approach and hard to withstand for suras, danavas, and rakshasas alike.' Having received his permission, I sat down there, and the god vanished before my very eyes."

The Pashupata is given together with a prohibition. Supreme power demands supreme restraint: Shiva's weapon must serve the protection of dharma, not human wrath.
