Yudhishthira said: "Why did the tiger among kings, Sagara, cast out his own son, a hero hard to abandon? Tell me this, O one rich in austerity." Lomasha said: "Sagara had a son known as Asamanjas; he was born of Shaibya. He would seize the children of the citizens by the feet while they cried out, and throw the weak ones into the river. Then the citizens, overwhelmed with fear and grief, came to Sagara and all stood with joined palms, begging him: 'You are our protector, great king, from enemy armies and other dangers; protect us now from the terrible danger of Asamanjas.' Hearing the citizens' dreadful words, the best of kings was disheartened for a moment and said to his counselors: 'This very day my son Asamanjas must be banished from the city. If you wish to please me, carry this out swiftly.' Having received this command from the king, the counselors quickly did everything as he had ordered. Thus I have told you how the great Sagara, desiring the welfare of the citizens, banished his son. Now hear all that Sagara said to the mighty archer Amshuman."

Sagara places the welfare of his subjects above personal attachment. Royal dharma sometimes demands cutting away even what is closest, when it destroys the innocent.
