The line repeats what was said above (2.27), and on the word pratiṣṭhita, «established, resting on», it was already said there: not «all is I», but «all stands on me». Let us add here what was not said there — the second half of the verse of the Gītā this passage stands so close to. The Gītā says: mat-sthāni sarva-bhūtāni na cāhaṃ teṣv avasthitaḥ, «all beings dwell in Me, but I do not dwell in them» (9.4).
This second half is exactly what turns an assertion into a distinction. If it stood alone, «all is in Me», this could be read as merger; but it is added that the reverse is untrue — and the result is an asymmetric relation. This asymmetry is the most precise thing said about the relation of the world to God. The world is held by Him wholly and without remainder, and He is not held by the world; and so «all is Him» is true in one direction and untrue in the other.
Hence the usual objection to a reading that erases the difference. If there were no difference, the verse could not set side by side two assertions, of which the second denies the converse of the first; yet it does set them side by side.
