"Even Ajatashatru now follows the will of Bhima and Arjuna; before this he was deceived by me, together with all his brothers. Virata and Drupada have become my enemies, and both of them, as leaders of the army, follow the will of Vasudeva. This war, then, will be tumultuous and terrifying. Therefore, without delay, see to everything needed for war. O lords of the earth, let camps be established on Kurukshetra: with ample room, hard for enemies to seize, near water and firewood, by the hundreds and thousands, with supply routes that cannot be cut off, strewn with heaps of jewels, filled with every kind of weapon, adorned with banners and standards."

The chapter shows how news of the Pandavas encamped on Kurukshetra turns Duryodhana's fear into military mobilization. He understands that Krishna will tell the Pandavas everything, yet instead of yielding he chooses to prepare for confrontation: camps, roads, weapons, troops, and a city roaring like the ocean before a storm.
