Elapatra's speech unveils a deep truth about fate (daiva) and surrender to the higher will. Realizing that the curse is inescapable, that it is the working of fate ordained from above, Elapatra does not seek sinful loopholes as the other serpents do, but calls for taking refuge in daiva—that is, to bow before the higher will and seek deliverance within it. So the scripture teaches: when the fruit of karma is unavoidable, wisdom lies not in resistance but in surrender to the Lord, for "whomever fate has struck turns only to fate." Here is a foreshadowing of sharanagati: surrender to the higher will as the only true refuge in calamity. Also notable is the gods' bewilderment: how could a mother curse her own sons?—which underscores the unnaturalness of Kadru's malice. And the question of why Brahma did not stop her introduces the crucial explanation given in the verses that follow: punishment will befall only the impious, while the righteous will be saved. Thus behind the inevitability of fate lies a higher justice that distinguishes the wicked from the good.
