तस्मिन् धर्मविदां श्रेष्ठो धर्मराजस्य धीमतः ॥
महाध्वरे महाबुद्धिस् तस्थौ स बहुमानतः ॥
ततो भीष्मो ऽब्रवीद् राजन् धर्मराजं युधिष्ठिरम् ॥
क्रियताम् अर्हणं राज्ञां यथार्हम् इति भारत ॥

अनुवाद
At that great rite of the wise Dharmaraja, the best of the knowers of dharma, the great-minded one [Narada], stood with great reverence. Then Bhishma, O king, said to Dharmaraja Yudhishthira: "Let honor be shown to the kings, as is fitting, O Bharata."

Before any action, Bhishma attends to the honoring of the guests -- "let honor be shown to the kings." It is significant that this concern is taken up by the eldest and wisest: rendering due honor is no small matter, but a task of the first importance, entrusted to the most worthy. The verse teaches that the order of honoring is the foundation of any assembly; to honor wrongly is to sow discord, to honor rightly is to establish order. Hence the decision about honor is given not to just anyone, but to one in whom seniority and knowledge of dharma are joined; for in the distribution of respect it is easiest to err and hardest to be just.
