"A kshatriya who ever renders help to a brahmin in his needs attains blessed worlds — so have I heard. A kshatriya who delivers another kshatriya from death attains vast fame in this world and in the next. A kshatriya who renders help to a vaishya in battle surely delights the people in all worlds. And a king who delivers a shudra who has come seeking refuge attains, in this life, birth in a family rich and honored by kings."

Here the dharma of the protector is proclaimed, extending to all classes. Notable is that merit is promised for helping anyone — brahmin, kshatriya, vaishya, or shudra alike: the duty to protect knows no distinction, and the deliverance of one who has come for refuge is beneficial whatever his standing. Though in outward form the service differs by class, at its foundation lies a single law of protecting the defenseless. Notable especially is the mention of the shudra "who has come seeking refuge": even toward the humblest by birth who seeks protection, the king's duty extends — the dharma of refuge (sharanagata-rakshana) embraces all. Thus the scripture shows that the true worth of a kshatriya lies in shielding every weak one; and in this is seen a reflection of the Lord, who grants refuge without distinction of birth.
