समुद्रसेनं निर्जित्य चन्द्रसेनं च पार्थिवम् ॥
ताम्रलिप्तं च राजानं काचं वङ्गाधिपं तथा ॥
सुह्मानाम् अधिपं चैव ये च सागरवासिनः ॥
सर्वान् म्लेच्छगणांश् चैव विजिग्ये भरतर्षभः ॥
एवं बहुविधान् देशान् विजित्य पवनात्मजः ॥
वसु तेभ्य उपादाय लौहित्यम् अगमद् बली ॥
samudrasenaṃ nirjitya candrasenaṃ ca pārthivam ||
tāmraliptaṃ ca rājānaṃ kācaṃ vaṅgādhipaṃ tathā ||
suhmānām adhipaṃ caiva ye ca sāgaravāsinaḥ ||
sarvān mlecchagaṇāṃś caiva vijigye bharatarṣabhaḥ ||
evaṃ bahuvidhān deśān vijitya pavanātmajaḥ ||
vasu tebhya upādāya lauhityam agamad balī ||
Having conquered Samudrasena and King Chandrasena, King Tamralipta, Kacha the lord of Vanga, the lord of the Suhmas, and all who dwell by the sea — the bull of the Bharatas conquered all the mleccha hordes. Thus, having conquered manifold lands, the son of the Wind, having taken wealth from them, the mighty one came to Lauhitya.

Even the 'mleccha hordes' — peoples foreign to the Vedic order, at the very edge of the land, by the sea — are brought under a single order. Telling is it that a dharmic realm does not confine itself within its own circle but extends peace and law to the maritime borderlands and to foreign peoples. The verse teaches that righteous dominion does not divide people into those worthy of order and those cast outside it: it embraces all it can reach, granting even the distant and the foreign a share in the one harmony. The breadth of dharma is such that under its shelter there is a place even for the outermost and the foreign-tongued.
