Here Bhishma brings his whole counsel to a single, wholesome conclusion. The threefold basis is significant: dharma, love for the elder, and the common good—all converge on one point: 'give them half.' Herein lies a lesson: a righteous decision satisfies law, love, and benefit all at once. Thus the scripture shows the wholeness of wise counsel; and Bhishma's word points the Kauravas toward a path of deliverance which, alas, they will reject.
