अत्रैष देवः स्वप्ने महिमानम् अनुभवति ।
यद् दृष्टं इष्टम् अनुपश्यति ।

"Here, in dream, this god experiences [his own] greatness: what he has seen he sees again, what he has heard he hears again; what he has lived through in [other] lands and quarters he lives through again and again; the seen and the unseen, the heard and the unheard, the experienced and the unexperienced, the existent and the non-existent — he sees it all; being all himself, he sees."

The answer to "who sees dreams": atraiṣa devaḥ svapne mahimānam anubhavati — "here this god experiences his greatness": the dreaming mind creates worlds! The inventory of its repertoire is in two parts: first the repetitions — dṛṣṭaṁ… anupaśyati — what was seen it sees again, what was heard it hears again, what was lived through in distant lands it lives again (dream as a running-through of traces, of vāsanās); then the unheard-of: adṛṣṭaṁ ca… aśrutaṁ ca — "and the unseen, and the unheard": the mind stitches from old material things that never were: it flies, visits other-worldly countries, makes new worlds out of memory.
sarvaṁ paśyati sarvaḥ paśyati — "he sees everything; being all, he sees": in dream the mind plays every part at once — stage, actors and spectator: a whole universe out of one substance, consciousness. So night after night sleep shows each of us how worlds are made: by the will and imagination of a single creative principle.
In this lies the mahiman — the greatness of the mind — and its limit: dreams are woven of what has been lived; creation in dream is a rearrangement of traces. Behind the question "who sees dreams" a greater one rises: and who lights that stage? Who looks upon the dreamer? Verse 47 will lead deeper — to where even dreams go out.
