Here the gifts are given before the fire -- witness and sanctifier. It is telling that even the giving is done "with fire as witness": even generosity is consecrated when it becomes a vow before Agni. The pious perform every good deed in the presence of the sacred. Thus the verse shows the sanctification of the gifts; and each of the brothers is rewarded equally.
