तथा मध्यमिकायांश् च वाटधानान् द्विजान् अथ ॥
पुनश् च परिवृत्याथ पुष्करारण्यवासिनः ॥
गणान् उत्सवसंकेतान् व्यजयत् पुरुषर्षभः ॥
सिन्धुकूलाश्रिता ये च ग्रामणेया महाबलाः ॥
शूद्राभीरगणाश् चैव ये चाश्रित्य सरस्वतीम् ॥
वर्तयन्ति च ये मत्स्यैर् ये च पर्वतवासिनः ॥
tathā madhyamikāyāṃś ca vāṭadhānān dvijān atha ||
punaś ca parivṛtyātha puṣkarāraṇyavāsinaḥ ||
gaṇān utsavasaṃketān vyajayat puruṣarṣabhaḥ ||
sindhukūlāśritā ye ca grāmaṇeyā mahābalāḥ ||
śūdrābhīragaṇāś caiva ye cāśritya sarasvatīm ||
vartayanti ca ye matsyair ye ca parvatavāsinaḥ ||
Likewise the Madhyamikas and the Vatadhana brahmins, and, turning back again, the dwellers of Pushkara-forest, the communities of Utsavasanketa the bull among men subdued, — and the mighty Gramaneyas on the bank of the Sindhu, and the Shudra-Abhira communities, and those who, dwelling by the Sarasvati, live by fish, and the mountain dwellers.

Under a single dominion are brought brahmins, shudras, fishermen, and mountaineers — every estate and condition at once. It is telling that the "Vatadhana brahmins" are named alongside the "Shudra-Abhiras": the dharmic realm does not embrace only the highest circle, but gives a place to every rank. The verse teaches that righteous order is not the domination of some over the rest, but the joining of all in a common harmony, where each estate has its own service. Under the shelter of a single dominion, farmer, priest, herdsman and fisherman alike find their place — the whole is held together not by uniformity but by the concord of the different.
