The verse is obscure, and this must be said plainly: in this witness it is not restored with full certainty. Apparently the sense is: that from which the mind arises and ceases is habit; and every state of mind corresponds to its own habit. Read so, the verse speaks of a circle: habit gives rise to a state, the state strengthens the habit; and the next three verses will examine this circle further.
Add what is worth saying of the concept itself, for it is introduced here for the first time in this chapter. Consciousness in these books is not conceived as an even stream: it flares and dies, every time taking the form of its object. That is, «consciousness» is not a thing but a succession; and hence it can be altered — by altering that by which it flares.
The Vaishnava side accepts this description and has its own the same: for it the mind is called saṅkalpa-vikalpātmaka, «consisting of taking up and rejecting», that is, by its nature wavering. And its conclusion is the same as here: since it wavers by structure, it cannot be stilled; it can only be given one thing to waver upon. Add munayaḥ viduḥ, «the sages know»: the position is ascribed not to reasoning but to those who have tested it; and this, in such a chapter, is more honest than an appeal to argument.
