तेष्वेव देवास् तिष्ठन्ति सिद्धाः सिद्धिं प्राप्ताः

A short mantra adding one more class to the list of inhabitants: the siddhas — those who have attained perfection.
The phrase is built with a repetition: siddhāḥ siddhim prāptāḥ, "perfected, who have attained perfection". Thus it is stressed that these are not beings endowed with powers by birth but those who came to it by a road.
In the book this is the first mention of men who have reached the abode. Until now gods and woods were spoken of; now those are named who were once here and attained.
Note that they "abide", tiṣṭhanti — the same verb as the gods. No difference of standing between the gods and those who have attained is drawn; and this agrees with what the book's first part said in promising "that very abode" to one who walks the road of the mantra.
The next mantra will name four forms worshipped there.
