译文

That man who, being himself at fault, casts the blame upon others, and who, though powerless, gives vent to his anger, is the most foolish of men. As for the man who, not knowing his own strength and cut off both from virtue and gain, desires a thing hard to obtain without resorting again to fitting means, he is said to be devoid of intellect. O king, it is said that one who punishes a man not deserving punishment, honors people without their knowledge, and waits upon misers, is a man without sense. But he who, having attained great wealth and prosperity, or having acquired vast learning, does not carry himself arrogantly, is deemed wise. Who indeed is more hard-hearted than the man who, though possessed of wealth, eats and wears fine garments himself alone, without sharing his riches among his dependents? While one man commits sins, many reap the resulting benefit; yet in the end the sin attaches only to the doer, while those who enjoy its fruits escape unharmed. When an archer looses an arrow, he may or may not succeed in killing even a single man, but when a clever man applies his intellect with malice, he can destroy an entire kingdom together with its king.
