अथ ते हृदये राजन् विशेषस् तेषु वर्तते ॥
अन्तरस्थं विवृण्वानाः श्रेयः कुर्युर् न ते ध्रुवम् ॥
एतदर्थम् इमौ राजन् महात्मानौ महाद्युती ॥
नोचतुर् विवृतं किं चिन् न ह्य् एष तव निश्चयः ॥

Here the true obstacle is laid bare -- the king's own partiality. Vidura's insight is telling: the elders have kept silent about what is direct because they see that the king's heart is not inclined to truth. This reveals that the fault lies not with the counselors but with the indecision and favoritism of the listener: where the heart is given over to falsehood, good counsel is powerless. Thus the text reveals the root of the trouble in Dhritarashtra himself; and his hidden partiality binds the mouths of the wise.
