"Water, sky, space, earth, moon and sun, as well as wind and fire, and the whole world commensurate with his measure — those who have strayed from the good are unable to see the unborn one, the destroyer of the haters of Brahman, the source of amrita. Whom the brahmanas of good conduct behold, when sin has waned, those free of sorrow in mind — he [Narayana], established in Him [Rudra], by austerity, by devotion to the praiseworthy one, beheld the vishvarupa [universal form]; and having beheld Him with speech, mind, intellect, and body, rejoicing in soul, he rejoiced in the god of gods."

The highest "cannot be seen by those who have fallen away" — only the pure of heart, in whom sin has waned and sorrow has faded, glimpse the universal form. It is telling that even Narayana contemplates Him through bhaktya — devotion: the path to seeing the highest is love, not calculation. The verse teaches that knowledge of God is opened not by sharpness of the senses but by purity and devotion of heart; and one who wishes to see the unfathomable must first purify his soul — for the sorrowless and sinless one sees what is hidden from the stained.
