सात्वतानां नृशंसात्मा न हितो ऽनपकारिणाम् ॥
प्राग्ज्योतिषपुरं यातान् अस्माञ् ज्ञात्वा नृशंसकृत् ॥
अदहद् द्वारकाम् एष स्वस्रीयः सन् नराधिपाः ॥

uvāca pārthivān sarvāṃs tatsamakṣaṃ ca pāṇḍavān ||
eṣa naḥ śatrur atyantaṃ pārthivāḥ sātvatīsutaḥ ||
sātvatānāṃ nṛśaṃsātmā na hito 'napakāriṇām ||
prāgjyotiṣapuraṃ yātān asmāñ jñātvā nṛśaṃsakṛt ||
adahad dvārakām eṣa svasrīyaḥ san narādhipāḥ ||
When this had been said, Krishna, gently at first, spoke this word to all the kings and, in their presence, to the Pandavas: "This one is our utmost enemy, O kings, the son of [our kinswoman] Satvati; cruel-hearted toward the Satvatas, unkind even to those who never wronged him. Learning that we had gone to the city of Pragjyotisha, this villain burned Dvaraka, though he was the son of our own sister, O lords of men."

Before executing judgment, Krishna sets forth the case before all — "gently at first." It is telling that even inescapable punishment is carried out not in a burst of passion but after the guilt has been declared: the Lord does not strike in secret, but reveals the truth before witnesses. The verse teaches that righteous retribution is public and reasoned, not arbitrary: before the blow comes judgment, before the execution comes the account of crimes. And the first of the crimes named is the burning of Dvaraka by a kinsman: Shishupala's evil began not with the insolence shown in the assembly, but with a long-standing betrayal of his own. The Lord's anger is patient and clear-sighted; He delays, He enumerates, He bears witness — and only when the measure is full does He strike.
