The conclusion from the example of Candradhvaja — and it is reduced to one word: abhyāsa, constancy.
The Upaniṣad adds neither new conditions nor reservations about birth and merit. After the account of a king who reached the goal, it says only: do this always.
The word nityam means both "constantly" and "always, day after day": what is meant is continuity, not strain. Vedānta will later draw a whole formula from such places: constancy breeds tenderness, and tenderness, vision.
The repeating of the line twice is the usual sign in śruti of a section's close and of special insistence. So too the promises in mantras 6, 12 and 19 were doubled.
With this the first part of Brahmā's account ends. Next he will give others' opinion of the same mantra, then the gāthās — verses on creation out of its words — and only then pass to the main thing: to his hymn to Him who sits beneath the tree of Vṛndāvana.
