Therefore Gopāla, arisen from the oṁkāra, abides in the whole universe.

A conclusion from what precedes: since the four are the letters of the syllable, and Rukmiṇī is praṇava-nature, Gopāla too "is manifest from the oṁkāra".
The phrase oṁkāra-sambhūta does not mean that He is produced by a sound as a thing is produced by a cause: in mantra 66 He Himself is called the oṁkāra. What is meant is that His manifestation in the world is accomplished through sound — just as in the Pūrva-tāpanī the world unfolded from the syllables of the mantra.
The second description — viśva-saṁsthita, "established in the universe" — He is not shut up in the abode spoken of but abides in everything.
Both descriptions together answer Gāndharvī's question about the place: a place is named (Mathurā), and at once it is said that He is everywhere. The Śvetāśvatara examined the same doubleness, calling Him both hidden in every being and encompassing the universe.
The next mantra will add to this a word about the mantra's seed-syllable.
