Translation
"The earth-lotus, unfolded by the eight guardians of the quarters — this world, arisen from the ocean of the round, is honoured in My mind."

The world is described as a lotus: eight petals — the eight guardians of the directions, the eight dikpālas — and this flower opens over the waters of the round.
The image repeats the diagram described in the Pūrva-tāpanī and in mantra 75: there was the eight-petalled lotus-throne and the lotus of the heart. Now the earth itself turns out to be the same lotus.
Three lotuses — the throne, the heart and the earth — are one and the same image at three scales. So the book links rite, contemplation and cosmos: what is drawn on the ground is the image of what is in the heart, and what is in the heart is the image of the world.
The last words, "honoured in My mind", sevitaṁ mama mānase, are remarkable: the Lord speaks of the world as something served within His own mind.
The next two mantras will continue this picture, calling the sun and moon lamps, and Meru the golden pole of a banner.
