A promise repeating what was said in mantra 47, but now in the first person and with one important word: viśeṣeṇa, "especially, particularly".
This word puts the place in its right position — as an intensifier, not a condition. Contemplation liberates everywhere; in Mathurā it works with special force.
Vedānta examines the question of holy places the same way: it gives no ordinance about direction or hour, only one — "where the mind grows clear"; a holy place remains the best means, but not the only one.
This agrees too with mantra 56 of this book, where the promise was given to one who honours the image "in the district of Mathurā or anywhere in Jambūdvīpa".
And note: what is promised is precisely liberation, mokṣa — the same word as in mantra 47. The means named is the simplest: dhyāyan, "contemplating".
