यस् त्व् एतानि प्रमाणानि यथोक्तान्य् अनुपश्यति ॥
युक्तो धर्मार्थयोर् ज्ञाने स राज्यम् अधिगच्छति ॥
न राज्यं प्राप्तम् इत्य् एव वर्तितव्यम् असांप्रतम् ॥
श्रियं ह्य् अविनयो हन्ति जरा रूपम् इवोत्तमम् ॥
भक्ष्योत्तमप्रतिच्छन्नं मत्स्यो बडिशम् आयसम् ॥
रूपाभिपाती ग्रसते नानुबन्धम् अवेक्षते ॥
यच् छक्यं ग्रसितुं ग्रस्यं ग्रस्तं परिणमेच् च यत् ॥
हितं च परिणामे यत् तद् अद्यं भूतिम् इच्छता ॥
वनस्पतेर् अपक्वानि फलानि प्रचिनोति यः ॥
स नाप्नोति रसं तेभ्यो बीजं चास्य विनश्यति ॥

yukto dharmārthayor jñāne sa rājyam adhigacchati ||
na rājyaṃ prāptam ity eva vartitavyam asāṃpratam ||
śriyaṃ hy avinayo hanti jarā rūpam ivottamam ||
bhakṣyottamapraticchannaṃ matsyo baḍiśam āyasam ||
rūpābhipātī grasate nānubandham avekṣate ||
yac chakyaṃ grasituṃ grasyaṃ grastaṃ pariṇamec ca yat ||
hitaṃ ca pariṇāme yat tad adyaṃ bhūtim icchatā ||
vanaspater apakvāni phalāni pracinoti yaḥ ||
sa nāpnoti rasaṃ tebhyo bījaṃ cāsya vinaśyati ||
Before acting, one should consider the competence of the agent, the nature of the action itself, and its purpose, since all actions depend on these. Having weighed this, one should begin an action rather than undertake it in a sudden impulse. The wise man ought either to perform an action or refrain from it, taking full account of his own abilities, the nature of the action, and the consequences of success. A king who does not know the proper measure in matters of territory, gains, losses, treasury, population, and punishment will not be able to hold his kingdom for long.
