"Making obeisance to him, the gods dwell in heaven; so do other men in the world, and those men who have conquered heaven. Those devoted to the boon-giving god, Shiva, Rudra, husband of Uma — having found happiness in this world, they go by the highest path. Bow down, O son of Kunti, to him who is ever at peace — to Rudra, of the blue throat, the youngest [kanishtha], the resplendent."

Vyasa bids Arjuna bow to Rudra, whose devotees are granted happiness here and the highest path beyond the grave. It is telling that the fearsome Rudra is called "shanta" — at peace: behind the terrible form lies a deep calm. The verse teaches that devotion to the highest bestows good in both worlds; the one who discerns the peaceful essence beneath the fearsome face finds not fear but refuge.
