कच्चिद् राजगुणैः षड्भिः सप्तोपायांस् तथानघ ॥
बलाबलं तथा सम्यक् चतुर्दश परीक्षसे ॥
कच्चिद् आत्मानम् अन्वीक्ष्य परांश् च जयतां वर ॥
तथा संधाय कर्माणि अष्टौ भारत सेवसे ॥
kaccid rājaguṇaiḥ ṣaḍbhiḥ saptopāyāṃs tathānagha ||
balābalaṃ tathā samyak caturdaśa parīkṣase ||
kaccid ātmānam anvīkṣya parāṃś ca jayatāṃ vara ||
tathā saṃdhāya karmāṇi aṣṭau bhārata sevase ||
"I hope you duly examine the six royal qualities, the seven means [of policy], and your own strength and weakness — all fourteen subjects of reflection? I hope that, having examined yourself and your enemies, O best of conquerors, and having weighed your affairs accordingly, you observe the eight [royal actions], O Bharata?"

Here rule appears as a science of reflection, not of arbitrary will. It is significant that before any action the king is enjoined to "examine" — qualities, means, his own strength and that of others: righteous power begins with sober self-knowledge and calculation, not with whim. Thus the scripture reveals discernment as the root of rule; and next comes the keeping of the pillars of the state and of secrecy.
