The citizens said: "Then various words — loud and soft, affectionate words spoken by those who wished them well — the Pandavas heard, words that touched the heart: 'Here comes again that tiger among men, the knower of dharma, who protects us by dharma as if we were his own heirs!'"

Here the people's love for a righteous ruler pours out in speech. It is telling that the citizens see in Yudhishthira a protector who cares for them "as his own": people love one who rules by dharma as a father would. Here it is revealed that righteous rule wins not fear but love. Thus the text reveals the subjects' devotion to the Pandavas; and this love is the measure of their righteousness.
