Worth noting the reservation: na tu loka-antarādikam, «but not another world and the rest». That is, sālokya is not heaven; and this distinction matters. In Indian usage, worlds — of Indra, of Brahmā, and the rest — are promised for piety; and all of them are temporary: their merit spent, one returns from them.
Sālokya, however, is dwelling in his world; and from it there is no return. That is, it is said here: the one who worships the name receives not a reward but a place to live; and this, I think, is an exact distinction. Add what is said of Kāśī, for the book returns to it here.
Brahma-nāla, «the stalk of brahman», is an image by which Vārāṇasī is called: the city is named a stalk, up which one climbs. And it is said that one who dies there attains mat-tāraka, «my tāraka» — the crossing-over mantra which, by tradition, Śiva speaks into the ear of the dying. Worth noting that the mantra is called his, though it is Śiva who speaks it.
That is, the book does not dispute the Shaiva belief but reinterprets it: Śiva speaks, but he speaks Rāma's name. The Vaishnava side holds precisely this, and Śiva's position as the one who transmits was spoken of at Hayagrīva (2.p1). Add what follows from this: it is given not by the place but by the word spoken in that place; and the verses that follow will confirm this directly.
