कच्चित् सहस्रैः मूर्खाणाम् एकम् क्रीणासि पण्डितम्kaccit sahasraiḥ mūrkhāṇām ekam krīṇāsi paṇḍitamI hope you are willing to purchase one learned man for the price of a thousand fools,
पण्डितः हि अर्थ-कृच्छ्रेषु कुर्यात् निःश्रेयसम् परम्paṇḍitaḥ hi artha-kṛcchreṣu kuryāt niḥśreyasam paramfor a learned man in times of financial distress can bring about the highest good;
कच्चित् दुर्गाणि सर्वाणि धन-धान्य-आयुध-उदकैःkaccit durgāṇi sarvāṇi dhana-dhānya-āyudha-udakaiḥI hope all the fortresses are full of wealth, grain, weapons, water,

Here the worth of the wise is set above the multitude of the useless. It is significant that a single wise counselor is said to be able to save an entire kingdom: quality outweighs number, and one righteous sage is worth more than a crowd. Thus the scripture shows that good depends not on multitude but on merit; and next comes the matter of spies.
