कच्चित् विदित्वा पुरुषान् उत्तम-अधम-मध्यमान्kaccit viditvā puruṣān uttama-adhama-madhyamānI hope, having discerned people—superior, inferior, and middling—
त्वम् कर्मसु अनुरूपेषु नियोजयसि भारतtvam karmasu anurūpeṣu niyojayasi bhāratayou assign them to suitable tasks, O Bharata;
कच्चित् न लुब्धाः चौराः वा वैरिणः वा विशाम् पतेkaccit na lubdhāḥ caurāḥ vā vairiṇaḥ vā viśām pateI hope neither the greedy, nor thieves, nor the hostile, O lord of the people,
अप्राप्त-व्यवहाराः वा तव कर्मसु अनुष्ठिताःaprāpta-vyavahārāḥ vā tava karmasu anuṣṭhitāḥnor those unfit for duty are appointed to your affairs;

Here the good of the kingdom is measured by the good of the plowman. It is significant that among the oppressors the king himself is named: a ruler must beware of becoming a burden to the people. Thus the scripture shows that the righteousness of power is tested by the fate of common laborers; what follows concerns irrigation and support of agriculture.
