कच्चित् पौराः न सहिताः ये च ते राष्ट्र-वासिनःkaccit paurāḥ na sahitāḥ ye ca te rāṣṭra-vāsinaḥI hope that the townsfolk and those inhabitants of the kingdom
त्वया सह विरुध्यन्ते परैः क्रीताः कथम् चनtvayā saha virudhyante paraiḥ krītāḥ katham canado not, bribed by enemies, ever rise up together against you;
कच्चित् ते दुर्बलः शत्रुः बलेन उपनिपीडितःkaccit te durbalaḥ śatruḥ balena upanipīḍitaḥI hope you press a weak enemy with force,
मन्त्रेण बलवान् कः चित् उभाभ्याम् वा युधिष्ठिरmantreṇa balavān kaḥ cit ubhābhyām vā yudhiṣṭhiraand a strong one with counsel, or another with both together, O Yudhishthira;
कच्चित् सर्वे अनुरक्ताः त्वाम् भूमि-पालाः प्रधानतःkaccit sarve anuraktāḥ tvām bhūmi-pālāḥ pradhānataḥI hope that all the lords of the earth are devoted to you above all else;

Here force is measured against the adversary: the weak by strength, the strong by intelligence. It is significant that the loyalty of subjects is placed before fortresses and armies: where the people and allies are devoted, the kingdom is unconquerable from within. Thus the scripture shows the devotion of hearts as the chief stronghold; what follows concerns the honoring of learning and of brahmins.
